  1. CONTEST RULES.These rules govern the D.C. Lottery Holiday Bonus Bingo Second Chance Drawing ("Contest"). By entering, a player agrees to be bound by these rules and releases the D.C. Lottery and co-promoters, their representatives, contractors, and employees ("Contest Entities") from liability of any kind for claims arising out of this Contest. The Holiday Bonus Bingo promotion is in no way sponsored by or affiliated with Apple, Inc.

  2. HOW TO ENTER.Players may enter as often as they wish by purchasing any of the D.C. Lottery terminal ticket games -- Mega Millions, Powerball, Hot Lotto, Keno, Race2Riches, Fast Play, Tap-N-Play DC3, DC4 or DC5 (“Entry Games”) between December 1, 2013 and January 4, 2014 (“Contest Period”). Players enter the Contest by downloading the Holiday Bonus Bingo app at the iTunes® Store for iOS devices, Google Play® for Android® devices or visiting  or via and enter in all required player information (name, address, e-mail address & phone number) and scanning or entering the barcode number from any of the aforementioned Entry Game tickets. Each game card is made up of six (6) squares.  Each scanned/entered ticket will randomly generate one of the six (6) Holiday Symbols and place it in the first available game card. Note: If a symbol is generated and Game Card#1 already has that symbol, it will be placed on Game Card#2.  In order to submit an entry, a registered player must complete the 6 symbol card. Once a card is completed, the entry is generated for the player and the card is reset to capture more symbols for next entry. Entrants will NOT be required to save their tickets and submit as verification once they are entered online. All entries must be received before the Entry Submission End Dates listed in the chart below.

    For security purposes, entries will be limited to 200 scans/entries per registered user per day. If you plan to enter more than 200 tickets for a single drawing, please consider this limit and time your entries accordingly to allow enough days before each draw deadline to enter all your tickets.

  3. DRAWINGS.There will be five (5) drawings ("Drawings") in all for The D.C. Lottery Holiday Bonus Bingo Second Chance Contest.  Drawings are conducted under the authority of the D.C. Lottery by D.C. Lottery Vendor, Alchemy3. The second chance drawing schedule for this Contest is as follows:

    ** Cash prize winners will be drawn by ALCHEMY in the drawing 5, but cash prizes will be awarded by LOTTERY.
    *** Tablet Computer prize will be player’s choice valued at $599. ALCHEMY will provide winner with list of available options. Note: ALCHEMY will provide any difference between the cost of the tablet chosen and the $599 in the form of a check.
    ****Super Certificate prize is a $500 certificate redeemable at over 200 national retailers.

    Actual drawing dates are subject to change at the discretion of the Executive Director of the D.C. Lottery. There will be no cash options for the non-cash prizes.

  4. PRIZES.

    Weekly Prizes (
    50): There will be ten (10) prizes awarded weekly in drawings 1-4. The prize will be a five hundred dollar ($500) gift card. There will be ten (10) additional $500 gift cards awarded in the 5th and Final drawing.

    Grand Prize (1):There will be one (1) Grand Prize awarded in the 5th and final drawing. The Grand Prize is twenty-five thousand dollars ($25,000).

    2nd Prize (1): There will be one (1) 2nd Prize awarded in the 5th and final drawing. The 2nd Prize is ten thousand dollars ($10,000).

    3rd Prize (2): There will be two (2) 3rd Prizes awarded in the 5th and final drawing. The 3rd Prize is five thousand dollars ($5000).

    4th Prize (10): There will be ten (10) 4th Prize winners awarded in the 5th and final drawing. The 4th Prize is five hundred dollars ($500).

    5th Prize (10):  There will be ten (10) 5th Prize winners awarded in the 5th and final drawing.  Each 5th Prize winner will receive a $500 pre-paid gift card.

    6th Prize
    (20):  There will be twenty (20) 6th Prize winners awarded in the 5th and final drawing.  Each 6th Prize winner will receive a tablet computer prize valued at $599.

    Note: Tablet Computer will be player’s choice valued at a maximum of $599.  Alchemy3 will provide winner with list of available options.  Balance of $599 prize (depending on player choice) will be given to player in the form of a check.

    7th Prize (20):  There will be (20) 7th Prize winners awarded in the 5th and final drawing.  Each 7th Prize Winner will receive a $500 Super Certificate.

    8th Prize (50):
    There will be fifty (50) 8th Prize winners awarded in the 5th and final drawing. The 8th Prize is a $100 Amazon gift card.

    The first ten eligible entries drawn for each of the (10) $500 Gift Card drawings will be designated the winner of the prizes for that drawing. For drawing #5 the first eligible entry drawn will be awarded the $25,000 prize. The 2nd eligible entry drawn will win the $10,000 Prize. The third and fourth eligible entries drawn will each receive a prize of $5,000. The next 10 eligible entries selected will win $500. The next 10 eligible entries selected will win $500 pre-paid gift cards. The next 20 eligible entries will win the Tablet Computer Prize. The next 20 eligible entries will win $500 Super Certificates and the next 50 eligible entries will win $100 Amazon gift Cards.

    For the first 4 drawings, three (3) additional eligible entries per drawing will be drawn and designated as an alternate for each drawing in the event the prize for that drawing is not claimed or is forfeited.

    There will be an additional fifty (50) alternates chosen for the remaining drawing. These fifty (50) alternates are eligible entries drawn for prizes that are not claimed or forfeited. Alternate prize receipt is determined by the order in which the alternates are drawn and prize availability. All non-winning selections and non-selected entries will be entered in the Final Drawing.

    Only one winner per household is allowed for any prize. A winner of any of the $500 Gift Card prizes in the first four (4) drawings is eligible to win any of the prizes in the 5th and Final Drawing. No duplicate winners will be allowed in the 5th and final drawing. Any duplicate winner will be awarded the highest level prize in which their name was selected and the following prize of which they were selected will be awarded to one of the alternate winners.

    Entries that are not selected will NOT roll to the next drawing for drawings 1-4. However, all non-selected entries and non-used alternates (from drawings 1-4) along with submissions after the deadline for drawing number 4 but prior to the final drawing deadline will be eligible for the 5th and Final Drawing.

    To be eligible, a contestant must be at least 18 years of age and each entry must be completed on the or via website(s) or using the Holiday Bonus Bingo iOS or Android mobile app. The entry must include all required player information including contestant's name, address, e-mail address & phone number, as well as the required code from the non-winning tickets. Entries submitted after the Entry Submission End Date for any drawing will be placed in the next subsequent drawing. Entries received after the final Entry Submission End Date will not be eligible for any Prizes. Entries must meet all eligibility requirements. Entries that are incomplete, garbled, corrupted, or unintelligible for any reason, including, but not limited to, computer or network malfunction or congestion (including, without limitation, at the D.C. Lottery's or any other entity's servers), are void and will not be accepted. The Contest Entities, their representatives, contractors and employees shall have no responsibility for any notification documentation that is lost, stolen, mutilated, misdirected or mailed. All Contest Entries are property of the D.C. Lottery and may be used for future Agency promotional purposes. 

  7. PRIZE NOTIFICATION, CLAIMS, AND FORFEITURE. Official notification will take place by e-mail , phone and/or letter. Designated winner will have 30 days from the date of the notification email/letter to complete all forms as instructed and return all forms back to Alchemy3. In the event that a designated winner fails to complete and return all forms as instructed within the 30 day time limit, they will be disqualified and replaced by an alternate. The alternate will then be contacted by e-mail, letter and/or phone and have 30 days from the date of the notification letter to complete and return all forms as instructed back to Alchemy3. Notification packages include a DC Lottery Claim Form and an Acceptance and Release Form that must be fully completed, executed, and notarized to claim the prize. Prizes not claimed within the specified time shall be forfeited. Forfeited prizes will be awarded to available alternates and unawarded prizes will lapse. A designated winner, or alternate, forfeits winnings when he or she fails to accept a prize pursuant to these rules, fails to submit requested information, or fails to return a fully completed DC Lottery Claim Form and Acceptance and Release Form within the time specified. Drawing results will be posted on within five (5) business days of the date of each drawing. For information about the D.C.   8. ACCEPTANCE AND RELEASE FORM. All designated winners, alternates and Holiday Bonus Bingo winner's shall sign an Acceptance and Release Form to confirm: their eligibility and compliance with the Official Contest Rules and requirements; authorization of D.C. Lottery or co-promoter's use without further consideration; the winner's likeness and name along with the city, county, state of residence and prize winnings for advertising, reporting and promotion in any print, broadcast, electronic, Internet, or other form or media whatsoever; and the release of Contest Entities, and their representatives from liability of any kind for claims arising out of this Contest or prizes awarded.

  9. PRIZES AND OTHER RESTRICTIONS. Odds of winning any prize depend upon the number of entries received for the Drawing. The D.C. Lottery reserves the right to substitute prizes. A prize is not transferable once the winner has been designated. The chances of winning depend upon the number of entries deposited. Aggregate annual winnings valued at $600 or more will be reported to income tax authorities.

    All decisions regarding the Contest including, without limitation, winner selection, disposition of a prize, payment of taxes, selection of alternates, photograph suitability for public display, application and interpretation of Contest rules, resolution of any dispute or Contest eligibility shall rest solely with the Executive Director of the D.C. Lottery or his designee ("Executive Director") and shall not be subject to appeal. The Executive Director may change the date, time and location of any of the drawings or substitute prizes. The Contest is subject to cancellation at any time. The Executive Director reserves the right to change and supersede any outlined procedures or rules to handle unforeseen circumstances. The Contest Entities are not responsible or liable for entries or notifications and required documents that are not , otherwise in compliance with these Official Rules, whether caused by any of the equipment or programming associated with or utilized in the Contest, or by any technical or human error which may occur in the processing of Contest Entries in the Contest, or for failure to receive Contest Entries due to transmission failures or technical failures of any kind and such Contest Entries will be disqualified. By entering the Contest, each Contestant irrevocably agrees and acknowledges to be bound by the Official Contest Rules and all applicable laws, and decisions of the D.C. Lottery: to forever and irrevocably waive all of his/her rights to claim ambiguity with respect to the Official Rules; and to forever and irrevocably release, indemnify, and hold harmless the Contest Entities and their respective subsidiaries, affiliates, officers, directors, employees, agents, representatives, successors and assigns (collectively the "Releases"), from any liability (including, but not limited to, liability for defamation, libel, slander, invasion of privacy, infringement of publicity or any intellectual property rights, any property loss, damage, personal injury, bodily injury, death, expense, accident, delay, inconvenience or irregularity, and any indirect, incidental, consequential, special, punitive or exemplary damages of any kind even if the Releases have been advised of the possibility of such loss or damages), costs and expenses (including, without limitation, reasonable outside attorneys' fees) that may arise from, result from or are in connection with: (a) the Contest, including but not limited to any Contest-related activity or element thereof, and the Contestant's Eligible Entry(s), participation or inability to participate in the Contest, (b) the violation of any privacy, personal, publicity or proprietary rights, (c) typographical errors in these Official Rules or any Contest promotional materials, (d) acceptance, attendance at, participation in, possession, defects in, use, misuse or inability to use the prize (or any component thereof), (e) any change in the prizing (or any components thereof) due to unavailability, business or creative considerations, or due to reasons beyond the D.C. Lottery's control, including but not limited to by reason of any acts of God, any action(s), regulation(s), order(s), or request(s) by any governmental or quasi-governmental entity (whether or not such action(s), regulation(s), order(s) or request(s) prove(s) to be invalid), equipment failure, threatened or actual terrorist acts, earthquake, war, fire, flood, explosion, unusually severe weather, hurricane, embargo, labor dispute or strike (whether legal or illegal), labor or material shortage, transportation interruption of any kind, work slow-down, civil disturbance, insurrection, riot, or any other cause beyond any of the Contest Entities' control, or as otherwise permitted in these Official Contest Rules, (f) any interruptions in or postponement, cancellation, or modification of the Contest, (g) human error, (h) incorrect or inaccurate transcription, receipt or transmission of any part of the Contest Entry (including, without limitation, the Entry Information or any parts thereof), (i) any system, computer timing and/or dating mechanism, computer equipment, software, or Internet service provider utilized by any of the Contest Entities or by a Contestant, (j) interruption or inability to access the Contest, the Website or any other Contest-related web pages, or any online service via the Internet due to hardware or software compatibility problems, (k) any damage to Contestant's (or any third person's) computer and/or its contents related to or resulting from any part of the Contest, (l) any lost/delayed data transmissions, omissions, interruptions, defects, and/or any other destroyed, incomplete, undeliverable or damaged Contest Entries, (n) any wrongful, negligent, or unauthorized act or omission on the part of any of the Contest Entities, or any of their agents or employees, (o) any wrongful, negligent, or unauthorized act of omission on the part of a prize supplier or any of its agents, servants, employees or independent contractors, (p) lost, late, stolen, misdirected, damaged or destroyed prizing (or any element thereof), (q) or any other cause, condition, or event whatsoever beyond the control of Contest Entities or their parents, subsidiaries, and affiliated companies. Each Contestant hereby acknowledges that the Contest Entities have neither made nor are in any manner responsible or liable for any express or implied warranty, representation or guarantee, express or implied, in fact or in law, relative to the prize or any component thereof.

    All entries shall remain the property of D.C. Lottery and may be destroyed. No entries will be returned to Contestants. The Holiday Bonus Bingo promotion is in no way sponsored by or affiliated with Apple, Inc.

Quick Guide

1 The Holiday Bonus Bingo promotion is open to accept entries from December 1, 2013 until January 4, 2014.
2 The following games are eligible for entry - Mega Millions, Powerball, Hot Lotto, Keno, Race2Riches, Fast Play, Tap-N-Play, DC3, DC4 and DC5.
3 You can enter tickets by scanning the barcode at the bottom of the ticket with the iOS App, Android App or by manually entering the 30 digit ticket number via the website.
4 You can get the Holiday Bonus Bingo mobile application for iPhones and iPad from the Apple App Store or for Android devices from Google Play App store. The QR code links to the app store for your particular device.
5 Each D.C. Lottery bet ticket has a barcode located at the bottom of the ticket. There is a 35 digit number just above the barcode. Only the first 30 digits will be used to generate a symbol.
6 Each scanned or entered ticket number will randomly generate one of six different holiday symbols - Bells, Snowflake, Gingerbread Man, Snowman, Candle and Gift Box.
7 Each generated symbol will then be added to one of four available game cards.
8 Once a card is filled with all six symbols, it converts into an entry.
9 Your completed entries will appear in the 'Entry' section of the app/site, stamped with an entry date/time.
10 Entries received after the Entry Submission End Date will be eligible for the following drawing.
11 Entries received after 1/4/2014 will not be eligible for any drawings.
12 Entries received between 12/01/2013 and 1/4/2014 will be eligible for the final drawing.
13 Tickets can only be entered once. Your submission will be rejected if a duplicate ticket number is received. If you believe that you have a ticket that has not yet been entered but are being rejected when you attempt to enter, hold the ticket and contact customer service at 877-438-6465. Hours of operation are 9:00 AM – 5:00 PM EST.
14 You are not required to retain your tickets, but all tickets will be validated to be actual D.C. Lottery game tickets purchased during the promotional period of 12/01/2013 - 1/4/2014. Any entries generated by a ticket that does not validate as an authentic ticket number will be disqualified.

A. Single tickets do not constitute an 'entry' -- entries are generated after a 6 symbol card is completed. Each ticket entry or scan will randomly generate one (1) symbol and that will be placed on the available space in any of your 4 game cards.

A. Please check your spam and junk folders in your email client. If you do not see the email in those folders, please send us a message at and we will activate for you.

A. The scanner is sensitive to light. Try to move the ticket into a lighter room. Also place the ticket on a flat surface, rather than holding it in your hand, to avoid movement or shaking of the image. If the barcode is smudged, damaged or otherwise illegible, it could affect the registration of the scan. If that is the case, enter the ticket number manually on the web version of the app.

A. Depending on the random selection of the symbols, you could generate an entry with as few as 6 tickets or as many as 21 tickets. Duplicate symbols are added to the next available card until 4 of the same symbol have been generated. If any symbol is occupying a space on all 4 cards, it will not be generated again until one of those spaces opens up again.

A. If you don't have an iPhone or an Android phone you can visit the Holiday Bonus Bingo website and enter your ticket manually.

A. No. You are not required to retain your tickets. However, ticket numbers will be verified against purchased tickets during 12/01/2013 - 1/4/2014. Any entries generated by non-valid tickets will be ineligible and that selected winner will be disqualified.

A. You will need to use a QR code scanner. You can download these for free from iTunes or Google Play by searching for QR code scanner.

A. You will need to call the D.C. Government Public Library at (202)-727-9907 for the nearest library in your neighborhood for use of a computer or you can go to the DCLB?s main Claims Center office located at 2000-14th Street NW, Washington, D.C. 20009 in the Franklin D. Reeves Municipal Center, Lobby Level.

A. All D.C. Lottery second chance contests require the player to enter their ticket numbers into a computer. The D.C. Lottery does offer promotions throughout the year that do not require a computer.

A. The first 30 numbers directly above the barcode. The second chance contest website contains a graphic of a bet ticket indicating where to find the 30 digit serial number.

Enter or scan (using the App) the 30 digit serial number from any D.C. Lottery terminal-based game. When you collect all six symbols on one Game Card you have earned one entry into the contest. See the Quick Guide for full details.

No. Lottery staff at the Claims Center is prohibited from inputting any player?s lottery tickets into the computer for second chance drawing for the Holiday Bonus Bingo. We suggest that any player that is not computer savvy may want to bring along a friend or a family member to help complete this task.

Yes. Claims center staff may assist lottery players with disabilities who are covered by the Americans with Disabilities Act with imputing information into the D.C. Lottery and Charitable Games Control Board?s (DCLB) second chance drawing system through the use of a DCLB provided computer, provided that the lottery player shall at all times be responsible for confirming that the information input into second chance drawing system is complete and correct. The DCLB shall not be responsible for any missing or incorrect information input into the second chance drawing system.
